There should be a changing ethics lock for 10-15 years after you toppled someones Government. Now you do it and they just immediately swap back to Xenophobic. Let the Govermnet be locked and the new ideology spread first, give it a chance at least, i fought for it.It simply adds more trait points and picks, adds ethics and civic picks. The original mod was made by Athinks. After inactivity I decided to reupload it with some tweaks. It now works for lithoids and the ethic tweaks are updated to post 3.3+. I boosted the mod with more points and picks in a balanced way.

If someone declares war to Impose Ideology on you, and you surrender, your governing ethics will change to match their governing ethics exactly. Because as recently as either 2.6 or 2.7 I was playing non-gestalt consciousness empires with nearly all of my pops following my governing ethics + egalitarian or authoritarian depending on my government's authority. You got Utopian Abundance which give +20% happiness (equivalent to about 6 or 7% total output), without having to waste a civic slot on Pleasure Seekers for its living standard. Unfortunatly, militarist pops raise by being at war, while pacifist pops raise when being at peace.
