With the final rule, we can recover our operating costs more fully and support timely processing of new applications. Unlike many other federal agencies, we are almost entirely fee funded.There is no set timeline to receive I485j, USCIS generally sends them almost when EAD/AP gets approved and the case almost moves to final stages, this is just my observation based on feedback from multiple applicants posting their timelines here on Reddit.
