I have a GE GTW680BSJ5WS top loading washer. Full of water. On drain and spin, starts cycle. Hums with no draining. Hums again, no draining. Starts to spin. Spins fine. After a few minutes, it slows and displays "Balancing" and starts filling with water and slowly spinning.
