Try going to "SteamLibrary\steamapps\common\ProjectZomboid" and delete the "steamapps" folder located there, then host the server again on a new map, this should redownload the mods for the server and might have them load properly. < 1 2 >. If I had to guess, I would assume that the mod author may have other changes in mind for Raven Creek and if that's the case, it doesn't make sense to create a new map again until those changes are implemented.
